STUDENT HANDBOOK
Want to know what to expect during your training? Our Student Handbook covers everything from your rights and responsibilities to how we support you throughout your learning journey. It is your go-to guide for understanding how things work at CSTC—so you can focus on learning, not guessing.
STUDENT COURSE FEES, CHARGES AND REFUNDS
We know life happens. That is why it is important to understand how fees, payments, and refunds work before you enrol. Our Fees, Charges and Refunds Policy lays it all out clearly—so you know what is due, when, and under what conditions a refund may apply.

STUDENT PRIVACY
Your privacy matters. CSTC is committed to keeping your personal information safe and only using it for the purposes you have agreed to. Our Privacy Policy explains what we collect, why we collect it, and how we protect your data.
STUDENT COMPLAINTS AND APPEALS
We are here to get things right, but if something does not go to plan, you have got a voice. Our Complaints and Appeals Policy ensures you have a clear, fair process for raising concerns and having them resolved in a respectful and timely way.

STUDENT CHILD SAFETY
CSTC is committed to creating a safe, respectful, and supportive learning environment for all students—especially those under 18. We follow strict child safety standards and ensure that younger learners are protected, supported, and always treated with professionalism. Our Child Safety Policy and Child Safety Statement outline the measures we take to meet our legal obligations and foster a culture of safety and care across all training settings.

UNIQUE STUDENT IDENTIFIER
A Unique Student Identifier (USI) is a reference number that gives each student in Australia a unique identity for their educational achievements. It is a requirement for anyone studying a nationally recognised training course in Australia. The USI creates an online record of a student’s qualifications and achievements, allowing them to access their training records and transcripts from one central location. It also makes it easier for employers and educational institutions to verify a student’s qualifications and track their progress throughout their education and career.
If you do not have one, we cannot issue your qualification or Statement of Attainment. It is quick and free to set up online.
Creating a USI is free and can be done via www.usi.gov.au
Already have a USI? Go to www.usi.gov.au and follow the prompts.
PERSONAL PROTECTIVE EQUIPMENT (PPE)
Safety starts with being prepared. All students must wear appropriate PPE for their course. For classroom-based learning, neat casual wear and enclosed shoes are fine. But for site-based or practical training, you will need standard construction PPE—steel-capped boots, high-vis long sleeves, long pants, a hardhat, and safety glasses. Your trainer will let you know exactly what is required.
RECOGNITION OF PRIOR LEARNING (RPL)
Recognition of Prior Learning (RPL) is an assessment process that evaluates your existing skills, knowledge, and experience—regardless of how or where they were acquired—to determine if they meet the requirements of a nationally recognised qualification. If you’ve gained relevant experience through work, volunteering, or life experience, RPL could fast-track your qualification without the need for formal training. Contact us today to see if you’re eligible.
Credit transfer is available for units of competency where a valid Statement of Attainment or qualification transcript can be provided.
FUNDING WA Construction Training Fund (CTF)
CSTC can offer subsidised training to eligible workers, thanks to funding from the Construction Training Fund (CTF), a Western Australian Government initiative established to increase skills, safety, and productivity across the construction sector.
The CTF is funded through a levy on eligible WA construction projects, with revenue reinvested into training and upskilling initiatives for the industry.
If you meet the CTF eligibility criteria, you will only be required to pay the gap fee between the CTF subsidy and the full course cost.
Eligibility is determined by the CTF and may vary depending on your employment status, job role, and the course being undertaken. To find out if you are eligible, please contact CSTC to discuss your individual circumstances before enrolling.
Additionally, CFMEU members receive a 20% discount on all courses offered by CSTC.
CSTC acknowledges the ongoing support of the CTF in helping to build a safer, stronger, and more skilled construction workforce in Western Australia.
